Enjoy the convenience, flexibility, and rewards to credit card payments for taxes or utility bills. In cooperation with The Town of Pulaski, Virginia, WIPP/Edmunds Association offers individuals and businesses the opportunity to pay taxes or utility bills by telephone or directly over the internet.
Online Payments
Residents can also make payments to their utility bills, personal property taxes and real estate taxes. When making payments online you must have your account number/ID and your WIPP pin number. Both of these are listed on your bill.
There is a 2.95% service fee for debit/card payments and $1.95 charge for electronic check payments. This is charged by DataPointe and the Town does not collect or receive this fee.

Payments by Phone
Residents can make payments by phone on their utility bills and real estate taxes. Personal property cannot be paid by phone, only by the website link listed above.

If paying to restore service, you MUST advise the Finance Department when the payment has been made at 1-540-994-8640 and the confirmation number given when the payment is complete. Payments must be made in full in one transaction to avoid a delay. The online and phone payment system will only allow one payment every 72 hours.
